As Dr. T.W. Williams of Milwaukee wrote, the fate of the present [compulsory sterilization] bill was of no great consequence.  The important fact was the increasing education of the laity and medical profession in eugenic principles which insured that sterilization was “destined to become a universal rule of practice, just as vaccination.”

[The Williams quote evidently comes from the Milwaukee Sentinel, May 25, 1907.]
